Heidelberg Road Board

Before the Shire of Heidelberg was formed in 1871, Heidelberg was first incorporated as a trust in 1840, and in 1860 it became a road district, administered by a Roads Board. A toll gate on Heidelberg Road near Darebin Creek was an early form of income, but the issue of rates on residents was clearly contraversial. The case at Heidelberg, reported below, exemplifies lax practices in 1865.

"At Heidelberg, on Monday, before Dr. A. B. Macdonald and Dr. Butler, John Darmody, the toll-collector at the Heidelberg gate, was summoned by Alex. Dowd, for having, contrary to the 202 section of the Local Government Act, refused to give him a ticket acknowledging the payment of toll, and also specifying the toll-house at which the toll was paid. Dowd said that he paid toll at the Heidelberg gate, and demanded a ticket, and Darmody refused to give him one. Darmody, in defence, said he had no ticket to give, and had never before been asked for one. He was quite ignorant of the fact that the law compelled him to give one until he received the summons. The Bench said they were quite aware that tickets had never been used before at the Heidelberg gate ; and believing Darmody was in ignorance on the subject, as it was a first effence, the fine would be 1s. and 2s. 6d. costs ; at the same time they advised him to procure tickets, for on a second complaint being made against him he would not be dealt with so leniently."

Complaints about local government financial management have certainly not been restricted to the 21st century. The following letter challenges auditing practices at the Heidelberg Road Board in 1865.

THE HEIDELBERG ROAD BOARD.
TO THE EDITOR OF THE AGE.

Sir, — Observing in the Argus of the 1st inst. a notice intimating that Dr. Butler and Mr Watts, both residents of Heidelberg, have been unanimously elected auditors of the Heidelberg road board accounts for the year ending 1864 to 1865, I beg most respectfully to inform the ratepayers of Heidelberg and its district that it behoves them to see that the accounts for the years ending 1862 to 1863, and from 1863 to 1864, have been first properly audited and passed ; because I have been furnished by one of the late auditors with printed statements of these years, intimating that the road board accounts are incorrect, and that these printed statements do not agree with the books ; and he further stated that, should the Government insist upon a special audit of these accounts, they will find the books in a rare mess. In justice to myself, I consider I am only doing that which every honest man has a right to do, to cause an inquiry to be made which has been refused me from a quarter from which I had expected justice would have been done to the inhabitants of Heidelberg and its district, but which I regret to say is not the case. — I have the honor to be, Sir, yours respectfully,
